What Decides Your Flow Rate
Three things, and you control almost none of them.
Your shower type. Electric showers heat a small stream of water on demand, which physically limits how much they can pass. Mixer showers blend stored hot and cold water, so they move whatever your plumbing can deliver. Power showers add a pump, which is exactly what it sounds like.
Your water pressure. A mixer shower fed by a gravity tank in the loft behaves very differently from one on a mains pressure combi boiler. This is why the same shower head performs differently in two flats on the same street.
Your shower head. The nozzle plate is the last thing the water passes through, and it sets both the flow rate and how that flow feels. A wide, open head at low pressure produces a lot of slow, soft water. A restricted head with narrow nozzles produces less water at higher velocity.

What It Adds Up To Over a Year
CCW puts average personal water use at 139 litres per person per day, drawing on Water Mark 2024, Discover Water and Waterwise figures. Personal washing is consistently one of the two largest components of that total, with published estimates ranging from about a quarter to over a third of household use depending on the survey.
Take one daily eight minute shower and the annual arithmetic looks like this:

In a two person household with power showers, that is close to 88,000 litres a year going down one drain. It is worth sitting with that number for a second, because almost nobody guesses anywhere near it. There is a related figure worth knowing. CCW estimates that the equivalent of 109 litres per property every day is lost through leakage in the network. Household demand is not the only part of this equation, and any honest article about saving water should say so.
What It Actually Costs You
Two bills, not one.
The water bill. Water UK puts the national average household water and sewerage bill at £639 for 2026 to 2027, up 5.4% on the year before. Regional variation is wide, from £535 with Northumbrian Water to £759 with Southern Water. The energy bill. This is the larger and less visible cost. A UK Government report found that heating water accounts for around 18% of a typical gas heated household's heating bill. Every litre of hot water you send down the drain was paid for twice.
The Energy Saving Trust puts numbers on the main interventions:

- Keeping showers to four minutes: around £45 and 17,000 litres saved a year
- Swapping one bath a week for a four minute shower: around £10 and 4,000 litres
Those are national estimates from a government backed body rather than a manufacturer, which makes them a reasonable baseline.
Why "Just Shower Less" Is the Wrong Answer
Every water saving guide leads with the four minute shower. On paper it saves the most. In practice it has a compliance problem that nobody wants to talk about: it asks you to do something slightly miserable, every day, forever, on the honour system.
There is also a trap underneath it. If your shower is weak, you stay in longer. Rinsing conditioner out of long hair under a feeble spray takes as long as it takes. So a bad shower quietly costs you more water than a good one, and the standard fix for a weak shower is to open the flow up and push more water through it.
That is the wrong lever. Flow rate and perceived pressure are not the same thing. Force at the skin depends on velocity, and velocity depends on how narrow the opening is. Push the same water through smaller nozzles and it arrives faster and hits harder, even though there is less of it.
This is why a well designed low flow head can feel stronger than the open head it replaced. You are not being asked to accept a worse shower in exchange for a lower bill. Done properly, you get a better one.

Why This Matters More Than Usual Right Now
England is in the middle of a serious drought, and the official numbers are worse than most people realise.
The Environment Agency's drought report for 21 to 27 August 2026 records:
- 71% of England by land area classed as being in drought
- Reservoir storage for England at 59.8%, which is 18.2 percentage points below average for the time of year
- Nine major reservoirs classed as having exceptionally low storage
- August rainfall at 34% of the long term average, and just 15% in south east England

One thing is worth understanding about the timeline. Reservoirs and groundwater in England refill mainly between October and March. Summer rain largely evaporates or is taken up by vegetation before it reaches the aquifers. A wet week in August changes the headlines without changing the balance sheet, which is why restrictions tend to outlast the dry weather that caused them.
How to Use Less Without Showering Less
Ranked by how much they deliver for how little they ask of you.
- Change the shower head. The single highest leverage change, because it works every day without you thinking about it. Energy Saving Trust estimates around £25 and 9,000 litres a year.
- Clean the head you have. If nozzles are blocked with sediment or limescale, you are already losing pressure and compensating with time. A descale is free.
- Turn the water off while you shampoo. Awkward in winter, genuinely effective, and easier with a head that has a pause button.
- Fit a tap aerator. Not a shower fix, but the Energy Saving Trust puts it at around £20 and 5,000 litres a year for a few pounds of hardware.
- Shorten the shower, last. It works. It is just the one you are least likely to keep doing in February.
A note on what a shower head cannot do. It will not soften hard water, it will not fix a failing pump or an undersized pipe, and it will not make a gravity fed system behave like a mains pressure one.
